Programme for Upgrading Roads Efficiency
The Programme for Upgrading Roads Efficiency Unit (PURE) is a Project Management Unit of the Highways Division in the Ministry of Works and Transport. The Programme initially emerged as a short to medium term measure focused on the alleviation of a highly distressed road network through road rehabilitation and resurfacing works. Driven by public demand for improved and additional infrastructure, the Programme was reconfigured to ensure that the road network continues to evolve into a user-oriented, safe and functional asset, through the systematic rehabilitation, upgrade and expansion of the network elements. Within the context of this Infrastructure Policy, the PURE Programme now exists as an efficient and effective platform for achieving the strategic intent of the Government in respect of road infrastructure. In alignment with the policy also, the nature of works undertaken in the Programme was re-categorized into Road Rehabilitation, Slope Stabilization, Alternative Access Routes, Traffic Management Measures and Bridge Reconstruction and Pedestrian Overpass Construction.

The PURE Unit is dedicated to strengthening the economic and social well-being of communities through innovative, timely, consistent, effective, and efficient conceptualisation, design and project management of road infrastructure improvements; executed by an industrious, empowered and ethical Team, committed to inter-ministerial and interagency cooperation as well as public–private sector partnering.
