Carnival Permits/Licences


REQUIREMENTS FOR GOODS VEHICLES TO CARRY PERSONS AND PLAY MUSIC
CARNIVAL PERMIT/LICENCE
 

In order to obtain a Carnival Permit/Licence or a temporary permit for goods vehicles to carry persons or play music, an applicant must fill out an application form and submit a letter in the name of the registered owner of the vehicle. 

For the written application letter by the registered owner of the vehicle, the following information should be included: 
1 ) Written application letter by the registered owner of the vehicle.  The following information must be included:
  • Name(s) of Registered Owner(s).
  • Number of persons to be carried.
  • Areas for use of the Permit.
  • Period of time for use of the Permit.
  • Name of band (s) the vehicle is playing music for.

2)  Completed Form – “Application for Temporary Permit for Goods Vehicle to be Used to Carry Persons

In addition to the application letter, the following supporting documents are required:
3) Letter from the bandleader.
4) Special Insurance for the vehicle and for extra persons to carry.
5) Valid Inspection Certificate.
6) Recent Certified Copy. (Not more than 1 year).
7) Fee: - Ninety dollars ($90.00).  
 
  Designated Licensing Offices to Process Carnival Permits are as follows:
 
  1. Wrightson Road Licensing Office:

  2. San Fernando Licensing Office:
    Counter Staff “Carnival Permit” located at the Customer Waiting Area.
     
  3. Caroni Licensing Office - (Level 2)
    1. Mr. Michael Pelchier - Assistant Transport Commissioner
    2. Steno III - Transport Commissioner Secretariat
    3. Clerk Typist - Transport Commissioner Secretariat
 
Representatives are required to enter at the Staff Entrance of the Caroni Licensing Office.



Notes:
This permit/licence will become null and void if the following conditions are breached:
  • The musical equipment to be used on the vehicle must not project beyond the physical perimeters of the vehicle.
  • The equipment and/or protective barriers mounted on the unit must not exceed an overall height of five (5) metres from the ground.
  • All equipment must be securely fastened to the vehicle. Where necessary guard rails must be installed to prevent accidental displacement.
  • Persons are not permitted to mount or disembark from the vehicle whilst it is in motion.
  • Do not install unauthorised lights.
  • Persons are prohibited in areas of the vehicle that are NOT designated for passenger use.
  • The number of people on the vehicle must NOT exceed the permissible amount on the approval.
