The Ministry of Works and Transport's UTurn Software Management System went LIVE on March 2nd, 2020 in keeping with its commitment. A Press Conference was hosted by Senator the Honourable Rohan Sinanan, Minister of Works and Transport, to observe the occasion and to distribute handheld Mobile Traffic Ticketing Devices and Carbonless Fixed Penalty Traffic Ticketing Books to the key stakeholders: The Trinidad and Tobago Police Service, The Transport Division and the Traffic Warden Division.
The UTurn Management System is a new modern technological platform that will allow for the full implementation of the Motor Vehicles and Road Traffic Act No. 9 of 2017 for the introduction of a Demerit Points System, new Traffic Ticketing System, and Red-Light Camera Enforcement System in Trinidad and Tobago.
As the system is now 'LIVE', the Ministry of Works and Transport will commence the distribution of new “Handheld Mobile Traffic Ticketing Devices” to officers of the Trinidad and Tobago Police Service, Licensing Division and Traffic Warden Division, which will be put into use. Enforcement Officers will utilize these new handheld devices to issue traffic violation warnings and further sensitize the general public on the penalties and demerit points associated with the new system. The Ministry will also commence the distribution of the new and simplified Carbonless Fixed Penalty Traffic Ticket Books to law enforcement officers. These new books will replace the old traffic ticket books and are in keeping with international standards for traffic law enforcement.
In recent times, the Licensing Division of the Ministry of Works and Transport has noted an increase in transactions regarding transfers and inspections of motor vehicles. We have also noted sincere and commendable attempts by a wide cross-section of the general public to become compliant with their responsibilities regarding vehicle ownership. As such, the Ministry is encouraging citizens to continue to visit Licensing Offices to become compliant with the law.
As the UTURN System is now live, the Ministry of Works and Transport will submit a note to Cabinet with a report containing a recommendation for the proclamation of the Motor Vehicles and Road Traffic Act No. 9 of 2017 on April 02, 2020.
The general public is reminded that this new UTURN System will usher in a new and modern era in traffic law enforcement and road safety in Trinidad and Tobago and will place this country on par with developed countries around the world. The Ministry anticipates that the system will have a positive impact on the administration of justice, national security and road safety in Trinidad and Tobago, as we continue to work towards reducing the high incidence of road deaths and serious road accidents.
