The Ministry of Works and Transport (“the Ministry”) intends to introduce a new requirement for driving schools and driving instructors to be registered with the Licensing Authority to be able to carry on a business to teach persons to drive or operate a vehicle. As such, the Ministry developed a policy document titled ‘Policy for the Amendment of the Motor Vehicles and Road Traffic Act, Chap. 48:50 for the Regulation of Driving Schools and Instructors’ (“the Policy”) in respect of the implementation of this initiative. Some of the objectives of this initiative are as follows:
- Reform and establish a system for the regulation and certification of driving schools and instructors and the management of the learner driver experience;
- Ensure quality assurance in the training and assessment of learner drivers and safe practices; and
- Provide a platform for the use of technology in the competency assessments for learner drivers – both in written and practical driving examinations.
To this end, the Ministry will be conducting several virtual stakeholder consultations to inform of this initiative and obtain feedback aimed at refining the Policy, if necessary. The Ministry is therefore inviting all relevant stakeholders to review the Policy which is accessible
